More pleasures would replace pains; there would be more happiness and less suffering; and more people would lead longer, more complete lives. In addition to the direct increase in good and decrease in bad experiences for individuals that the recognition of a right to health care might generate, there might be indirect social goods. Guaranteed access to health care might provide an incentive, or at least remove a disincentive, to seek preventive care before illness strikes and to seek treatment earlier when it does.

A positive right is an access right, a right to be provided with necessary goods and services. Most of the rights generally deferred to in American experience are negative rights: freedom from governmental interference with political speech, religious belief, assembling with others for lawful purposes, and so on. These are traditional rights in American society, and in theory they cost little, only forebearance. The right to an education, to housing, or to health care, by contrast, would be positive rights.

We might allow those who contribute most to society to go to the head of the line. ) We could even use race and gender to form separate lines. There are probably endless ways to generate order and the efficiency, regularity, and dependability it generates. These fanciful possibilities suggest that it is not simply the value of the order derived from the rule of first come, first served that generates a right to go in turn. Although order is certainly a value here, it can be achieved in other ways that we would reject as absurd or invidious.
