Moreover, India’s intellectual elite – writing in English-language newspapers and periodicals – increasingly addressed the reservations issue and, for the most part, deplored its extension. Support for the extension of reservations remained strong, however, among actual and potential beneficiary groups and the increasing number of politicians and political parties who counted on their votes.
Surely, the proponents argue, this must have the effect of encouraging some Dalits and Adivasis to believe that their personal efforts at betterment will have a higher chance of paying off; and in this way reservations can serve as an incentive for such efforts. The argument advanced by American educational leaders for positive discrimination in the sphere of admissions to higher educational institutions is simply not heard in India, for it has no resonance in the context of the Indian system of higher education.
