The extension of reservations to new groups was vigorously opposed by most high-caste Hindus, concerned that any new reservations would come at their expense. Moreover, India’s intellectual elite – writing in English-language newspapers and periodicals – increasingly addressed the reservations issue and, for the most part, deplored its extension. Support for the extension of reservations remained strong, however, among actual and potential beneficiary groups and the increasing number of politicians and political parties who counted on their votes.

Surely, the proponents argue, this must have the effect of encouraging some Dalits and Adivasis to believe that their personal efforts at betterment will have a higher chance of paying off; and in this way reservations can serve as an incentive for such efforts. The argument advanced by American educational leaders for positive discrimination in the sphere of admissions to higher educational institutions is simply not heard in India, for it has no resonance in the context of the Indian system of higher education.

Weisskopf which such policies are most contentious. In the US, affirmative action in employment is practiced not only by public sector agencies and organizations but also by many non-profit institutions and many private enterprises, whether or not they are dependent on government funding. The implementation of some non-governmental AA policies is conducted under pressure from government authorities (or in order to avoid legal liability for discrimination); but some of it is due to voluntary efforts on the part of organizational and business leaders to increase the representation of minority groups in their ranks.
